I do feel that we should mention it in the actual release notes, since
I do feel that having a seperate storeconfigs database is going to
generally be the direction I think we want to move in. (Unless I am
missing something.) Also, since I believe the new ENC script was
released after 0.4, I think we should call it out too. (It's really
great, and most people are likely to miss it unless they are following
things really closely…)
