short answer: no, that is not possible.
Long answer:
Removing Plugins has been a problematic topic with Foreman for a long time. There is usually no workflow for how to uninstall a plugin. Katello beeing a very “special” plugin that even requires it’s own setup routine and changes quite a lot about the complete setup for the stack is even worse.
If you want a setup without Katello, you will sadly have to re-setup your environment and migrate the hosts, I fear.
