Removing ruby-debug gems

Hello,

can we remove both ruby-debug and ruby-debug19 lines from the
development group? It does not work with Ruby 1.9.3+ and not maintained
anymore.

Some users do yous gem called "debugger" but others report this gem is
not compatible with RubyMine. I vote not to add debugger gems into the
git and leave this on developers to use their bundle.d/Gemfile.local.rb
files for that.

I'm happy with debugger-type gems being a personal choice - I already have
"better-errors" in there anyway :wink:

+1. Seems like this very much depends on particulars of the development environment.
