Problem:
Getting an error when trying to run repo creation after a repo discovery
Expected outcome:
To create repos that came off my repo server
Foreman and Proxy versions:
Foreman 3.0 Katello 4.2
Distribution and version:
Centos 8.4
Other relevant data:

There was an issue with the backend service pulp3: Not all necessary pulp workers running at https://katello.mgmt.local/pulp/api/v3.
Have you tried restart the pulp workers?
sudo systemctl restart pulpcore* --all

I did have, it did not change anything.

Are you able to do any content actions, such as create repositories? Or do you get the same error?
If you get the same error, can you show us which pulpcore services are running?
systemctl status pulpcore*
