Is it possible to configure a remote ISC DHCP server with a smart proxy
instead of having both a DHCP service and the smart proxy on the same
host?
I don't think so, see 4.3.4.2 -
http://www.theforeman.org/manuals/1.9/index.html#4.3.4DHCP
your dhcp leases and config should reside within the proxy box for the
moment. Could you expand a bit on your use case so we can consider it
for a future release?
Thanks!

Actually, we added support for that in nightly few weeks ago, will be
part of 1.10. And here is a howto:

into an already present infrastructure. At home, for lab purposes I have a
pfsense firewall that is already doing DHCP.
