Strange work of pulp

Problem:
a very strange problem, I added the puppet(yum) repository, there is exactly the same repository on my second forman and it works fine. And then the following happens. When I try to synchronize the repository, I see that the space on the hdd decreases for an hour, then the space returns back as it was, I see the success status in the repository, but the number of packages = 0
Expected outcome:

Distribution and version:
PULP 3
Other relevant data:

You probably need to add more information: Are both your Foreman instances using the same versions? What repo are you synchronizing exactly? What are your sync options?

yes, yes, the settings are identical, the forman versions are also the same. Everywhere 2.4 and pulp 3. I attach the synchronization settings below

Hmmm… There must be something different about the two instances for them to be showing different symptoms.
