BTW - To close the loop on this one and update anyone who may read this post in the future, the fix was to upgrade Foreman and Proxies to 3.17.2 (or later) and Katello to 4.19.2 (or later). After I completed this upgrade in our development environment, my Proxy sync’ed without any issues.
