System reg with akey

Ran into this error trying to use an activation key to register a system:

subscription-manager register --activationkey=key1

–org=ACME_Corporation --force
undefined local variable or method `find_activation_keys' for
#<Katello::Api::V1::CandlepinProxiesController:0x0000000e2c7a00>

you seen this before? should I file an issue?
