Updating for recent subscription scoped search changes

In Katello, there has been a recent conversion to scoped search for subscriptions https://github.com/Katello/katello/pull/5446 that is now part of master. It moves subscription and pool data to the database and includes migrations.

If you have an existing environment that needs updating you will need to rake db:migrate and rake katello:upgrades:2.4:import_subscriptions to import subscription data into the database.

What's missing to get rid of it? is there a tracker for installer related
changes as well?
