Upgrading from foreman-3.0.1-1 to foreman-3.1.0-1 is failing

Hi @lfu and @mcorr,

I don’t see above issue anymore after upgrading to foreman 3.1.1. Foreman-rake db:seed is no longer complaining. Thx guys!
