Override error says it can’t be blank, but it’s already blank.
Override functionality is different for puppet class vs. global parameters.
This should be the same.
Overridden Global Parameters move to Host Parameter… making Global
parameters function like Puppet Class Parameters may reduce the list growth
that occurs on overrides
Hide icon for puppet class could be exchanged for something for indicative
of the action.

User doesn’t know why fields are disabled… let user know they lack
permissions.
Determine rules around hiding buttons for users who do not permission. It
is currently inconsistent. Consider showing but disabling actions.
