On Fedora 18/19 the baseurl in /etc/yum.repos.d/foreman.repo is:
baseurl=http://yum.theforeman.org/nightly/fc18/$basearch
It should be
baseurl=http://yum.theforeman.org/nightly/f18/$basearch
fc18 => f18.
The same is true on Fedora 19.
