It looks like around the time that the Foreman yum repo changed from
http://yum.theforeman.org/stable to http://yum.theforeman.org/releases,
the 0.x series packages were removed? Would it be possible to restore
those? I'm on stock CentOS 6 with ruby 1.8.7 right now and don't have the
cycles to attempt a full ruby 1.9.3 + puppet 3.x + foreman 1.x upgrade.

Unfortunately those packages aren't available anymore unless someone has an old version of the repo mirrored locally. In the future we should probably archive packages for releases that are no longer supported for cases like this.

Just for the record, Foreman 1.2 still works with Ruby 1.8.7

Its possible I may have copies of some of the 0.$n series but I need to check at work - if I do I will make available what I have but I would hate to promise this as we moved on to 1.1 stable some time ago.

Huh, good to know. I hit an error trying to upgrade and when I googled the
error message, the results suggested a ruby version mismatch. I'll give it
another try.

Our Foreman 1.2 packages use Ruby 1.9 though, so if you're using those,
it may be this. Do follow the upgrade instructions in the RPM packages
section of the manual, and if you hit an error, pastebin the logs and
post back to the list for help. Most of these issues have been quite
quick to resolve.
