A few questions?

Good day,
Is there a link or good documentation that shows how to enable puppet runs
from foreman to a host?
Will the link work for Linux and Windows hosts?
What should be done to enable power manipulation of hosts using VMware?

Any help would be appreciated.

Regarding puppet runs, check out the documentation here:

https://theforeman.org/manuals/1.14/index.html#6.Plugins

Search for "Puppet run providers" to find the beginning of the section.

Depending on your provider selection you should be able to get it to work on both Linux and Windows.

When you say VMware hosts, do you mean ESX[i] hosts or virtual guests? If the latter, TFM has the ability to provision VMware guests (there is a plugin) which includes power manipulation.
