My activationkeys are no longer registering clients to Foreman - here is a
debug log taken from production.log when I attempt to register a previously
successfully registered client using the same activationkey

What release of katello are you using?
I took a look and it appears that that error should be resolved in
Katello 3.2 RC3. That RC should be available very soon.
For reference, the following is the change that will solve it:
