After discovering CentOS 7.9 VM or Bare metal through manual provisioning of discovery feature, Power operations are not enabled. Any Setting need to be enabled in Foreman?

**Problem: After discovering CentOS 7.9 VM or Bare metal through manual provisioning of discovery feature. Power operations are not enabled. While hover on power button it says “Power status is not enabled for this host.”

**Expected outcome: Power operation should be enabled after discovery.

**Foreman and Proxy versions: 3.3.0 & 3.3.0-rc3
