Allowing users to participate in Infrastructure Github project

As we are now tracking the Infrastructure SIG via a Github project when things are in progress we’d like to be able to attach an owner via the assignee field. This field is restricted to members of the foreman-infra project.

My proposal is that we add anybody who expresses a desire to work on infrastructure projects to a read-only team on the foreman-infra repository.

I have renamed the current Infrastructure team to Infrastructure Maintainers and created a Infrastructure Contributors team with read access. This has allowed me to set the assignee on issues being worked on by some non-maintainers.
