what version of Foreman have you installed?
From a quick look at the repositories, that package is only available since 1.24.
If you are on that version, please check if the Foreman repos are enabled. I cannot see any Foreman related repos in the yum output, but that could be because of how yum-fastestmirror works.

thank for your help, the foreman Version is 1.23.1

In that case, upgrading is probably the easiest way to get azure integration.
