Azure VM deployment with static private ip not setting static

Problem:
When I deploy an Azure VM the Nic that is created is set to dynamic IP when I set it to static for the machine.

Expected outcome:
That the Nic is created with the static IP I set.

3.8

Foreman and Proxy plugin versions:
foreman_azure_rm - 2.2.10
