Debian 10 buster-updates repo no longer able to sync

Problem:
I had this working previously and after removing the repo and product and recreating this specific repo will not sync and I’ve tried numerous times now and each time I get this error:
[Errno 2] No such file or directory: ‘/var/lib/pulp/media/artifact/32/39c3335b9dc0b97d591b40eb5da9282418c3cbe15e832a22b15a3df3c46482’

The error is valid as that file is not there.
Expected outcome:
Debian 10 buster-updates repo should sync as it did previously

The reason I originally removed the buster-updates repo was to make a change to make /var/lib/pulp an nfs mount as described here (Pulp MEDIA_ROOT setting modification - #6 by ekohl). Prior to doing that I removed all products and repos which were RockyLinux9.5, Debian 10 buster-updates and Debian11 Subscription Mgr. buster-updates is the only one I am having a problem resyncing.

Update:
I performed the below steps
cd /var/lib/pulp/media/artifact/32
touch 39c3335b9dc0b97d591b40eb5da9282418c3cbe15e832a22b15a3df3c46482
chown pulp:pulp 39c3335b9dc0b97d591b40eb5da9282418c3cbe15e832a22b15a3df3c46482

Now the repo sync completes in <1min and shows a result status of SUCCESS

Is it possible that there are simply no updates that are not already included in the main buster repo? If that’s the case I’m fat, dumb & happy and will go on my merry way however, for the Ubuntu Jammy updates repo I got quite a few deb packages so I expecting the same for buster updates?
