for changing Foreman's software collections (SCL) implementation.

The aim is to create a new Foreman software collection to distribute our
additional packages, building on top of the existing Ruby and Ruby on
Rails collection(s). We'll upgrade existing users to this collection
and once Foreman moves to Rails 4, it will allow us to swap the
underlying Ruby on Rails collection for the newer version.
Some RPM packaging experience will be assumed, but a general
introduction to software collections and how this works with Foreman
will be given.
