Default provisioning templates do not update when upgrade to new foreman version

Problem:
Some of the default provisioning templates do not update when upgrade to new foreman version.
Expected outcome:

The default provisioning templates shoule be updated to new version.
Foreman and Proxy versions:
3.2.1
Foreman and Proxy plugin versions:

Distribution and version:

Other relevant data:

Our foreman is running more than 10 year. This version is upgrade step by step from very old version.

Are the templates locked? This is required as it allows Foreman to think it is unchanged and upgradeable.

I have changed the default template many years ago.
Then I update this template to latest version manually and lock again in foreman version 2.x.
When I update to 3.x this template do not upgrade to latest version.

How to restore the kickstart default template to unchanged and upgradeable.
