Disable CentOS update in Katello?

Hello all,
I’m provisioning CentOS 7.6 from Katello with a local repository. But After installing 7.6 it always updates to 7.8. Is that a setting somewhere in Katello ? or is that coming from the kickstart file ?

ok… think I found it… parameter “package_upgrade” = false ?
