Disable the "Redmine Issue Field Visibility" plugin

Ohai,

we’re currently having GitHub - planio-gmbh/redmine_issue_field_visibility: Hide core issue fields per role installed on our Redmine, but it’s configured not to hide anything, which makes it pretty much noop.

The plugin itself seems unmaintained and I’d rather disable it instead of trying to fix it up.

Given it’s not used right now, the removal is technically a NOOP and I am doing so via Run plugin tests too by evgeni · Pull Request #37 · theforeman/redmine · GitHub now.

We can always re-add it when this RFC turns the other way (which I do not expect).
