Hello,
we have final builds for discovery image version 0.3.0 which to be used
with Foreman 1.4 (but should work with 1.3 as well).
http://yum.theforeman.org/discovery/releases/0.3/
These are Fedora 19 based and are on-par with TCL images. Several bugs
were fixed, but feature-wise it's the same.
