Problem: dnf update returns conflict

Expected outcome: dnf updates smoothly

Foreman and Proxy versions: 3.11/4.13

Foreman and Proxy plugin versions:

Distribution and version: RHEL8

Other relevant data:

 Problem: package python3.11-botocore-1.21.35-9.el8.noarch from @System requires python3.11-urllib3 < 1.27, but none of the providers can be installed
  - cannot install both python3.11-urllib3-2.2.3-1.el8.noarch from pulpcore and python3.11-urllib3-1.26.18-3.el8.noarch from @System
  - cannot install both python3.11-urllib3-2.2.3-1.el8.noarch from pulpcore and python3.11-urllib3-1.26.18-3.el8.noarch from pulpcore
  - cannot install both python3.11-urllib3-1.26.12-1.el8.noarch from rhel-8-for-x86_64-appstream-rpms and python3.11-urllib3-2.2.3-1.el8.noarch from pulpcore
  - cannot install both python3.11-urllib3-1.26.12-2.el8.noarch from rhel-8-for-x86_64-appstream-rpms and python3.11-urllib3-2.2.3-1.el8.noarch from pulpcore

Looks like boto3 was not being managed by the script, let me fix that.

Hi @JendaVodka can you try again? We now have a new version of botocore published for Pulp 3.49.
