Drop 1.9.3 from smart-proxy test matrix

Awhile ago when we announced end of support for ruby 1.8.7 for
smart-proxy, we also announced that we’ll likely drop support for
1.9.3 too.

While we are no longer running tests against 1.8.7 in smart-proxy
development branch, we still have ruby 1.9.3 in the test matrix. I’d
like to remove 1.9.3 from the matrix but want to see if there are any
concerns with that first.

Are any OSs affected? I think that's the main concern, since it would
affect packaging - but I have a feeling we migrated away from 1.9.3 a while
ago. I'm sure the packaging team can fact-check me :stuck_out_tongue:

I opened a PR in foreman-infra that removes ruby 1.9.3 from test
matrix: https://github.com/theforeman/foreman-infra/pull/256.

https://github.com/theforeman/foreman-packaging/pull/1390 moved the last
OS to Ruby 2.0 also for the proxy.
