Is anyone familiar with the process for sending out e-mail notifications?
I enabled it for the admin user but am not receiving e-mails and not
getting any errors in the logs. Am I missing a step?
You may need to configure the e-mail settings in
/etc/foreman/email.yaml:

It can send through SMTP, a local sendmail binary etc. There are some
examples on the first link, and more info about the individual SMTP
settings at
http://guides.rubyonrails.org/action_mailer_basics.html#action-mailer-configuration.

more info about the types of notifications, and how to configure them.
