Failing to grab an IP from a certain vlan only

Problem: Failing to grab an IP from a certain vlan only
We are using Infoblox with the Foreman smart proxy
Not sure what changed, to cause this. It was working fine before.
We are able to get IPs from other vlans just this one vlan we are having issues with.

Expected outcome: Get an IP from the vlan

Here is the error we get in the Foreman gui
Failed to fetch a free IP from proxy kat01.tempure.net (https://kat01.tempure.net:9090): ERF12-8202 [ProxyAPI::ProxyException]: Unable to retrieve unused IP ([RestClient::BadRequest]: 400 Bad Request) for proxy https://kat01.tempure.net:9090/dhcp
