Foreman 1.13.0-RC2 available for testing

Our second release candidate, Foreman 1.13.0-RC2, is now available for
testing.

This includes fixes for a couple of host/host group UI issues and both
an error and performance regression are fixed in fact imports. Current
known issues in RC2 are errors using the config_groups API, bad
formatting of pxe_kernel_options in templates, and an exception for
non-admin users on the OS list.

These will be addressed in the next release - either 1.13.0 itself in a
week or a further release candidate in two weeks, if it's necessary.
Please help us out by testing and ensuring it's ready to release. Thanks
to those who have already tried RC1 and filed issues or patches.
