Foreman 1.21.0-RC4 has been released

Coming straight from freezing Ghent, Belgium, Foreman 1.21.0-RC4 is now available for testing, big thanks to everyone who contributed and especially to @ekohl who has been handling most of the technical work of building this release.

This release should hopefully fix the issue that was preventing most katello pages from properly rendering, as well as several other bugs fixed so far during the RC phase.

Please help by testing and getting it release-ready, and let us know if you hit any issue when upgrading or installing the release candidate either here or on the redmine issue tracker.
