Foreman 2.4 - Web application could not start

Hello,

I have a foreman 2.4 server running on CentOS 7. The system got rebooted and I can no longer access the WebUI. There seems to be two issues, one is postgres service will not start. The other is when navigating to the WebUI, I get the following error:
