Short answer no and no, long answer…
Years ago we discussed this feature as providing a 'link' to download an
rpm. Pulp would have needed to add support for that and it was never
prioritized enough for them to add it. Depending on how its implemented
we could also possibly implement it purely in katello although it may be
tricky. Is there an renewed desire for this?

That is one option, but we may want to brainstorm about it with the pulp
team a bit.
