Foreman has been looping through the windows operating system

Problem: Foreman installs windows and keeps restarting without any error. Images are generated using Wiman.
The last step is to execute build to tell foreman that the build is complete, but the machine returns to the UEFI interface to reinstall the operating system

The version of Foreman is pretty old at this stage.
Did it work up until a point and then stop working?
If you have not upgraded or updating anything, what has changed?

Hello, this is the case. After reporting that foreman has completed the installation, the system will be restarted automatically，and restart install operating system. All processes of the provisioning template have been completed
