I expect this to be fixed once 12.0.0 is released to the forge

Actually that doesn’t matter. The nightly process uses git checkouts for the Foreman modules. That’s why it was already pulling in the (unreleased) version 12. The foreman_proxy_content module doesn’t mark that as compatible hence the conflict.
