Problem:
After the foreman-installer is finished the two following lines are missing
/etc/puppetlabs/puppet/puppet.conf - storeconfigs = true - storeconfigs_backend = puppetdb
Expected outcome:
the two lines are still there

1.21.x upgraded to 1.22.x
