Is it possible to migrate “manually discovered hosts” from an older version of Foreman/Katello to a newer instance of Foreman/Katello? Are there any recommended procedures for doing this?

Hey, there is no tool available to do that AFAIK. We recommend rediscovering all hosts. If the Foreman URL stays the same, all you need to do perhaps is to let the hosts to send facts again and they will start appearing. All discovered nodes do this regularly every 30 seconds (this is configurable via fdi.uploadsleep), so all you need to do is just to wait.
This applies to hosts which PXE booted, if you used interactive TUI, then you are out of luck as the “Resend” button does not work at the moment.
