My problem with automatic updates during the install is that after a while
I end up
with a inconsistent package/kernel versions across servers although they
share the
provisioning template and centralized configuration class (puppet/ansible
etc)
and i cannot keep them in a known state.

You should not be diabling upgrades upgrades fix bugs and security problems
they make your system stable and safe. You should be defining software
versions within your puppet modules, alternatively run everything as latest
and use Aptly to create local mirrors.
Run different mirrors for dev, testing and production environments, migrate
packages up the environments once testing is complete in each environment.
