Inline Parameter editing - Error first time edit of an array

I may be missing something but the first time I try and edit an array. I
get the array values less the [, ], & "s. I.e. just a simple comer
separated string :frowning:

If I put them back future edits are ok. Also if my Puppet modules have a
blank array [] when I go to edit I lose the [] then I can edit I have to
add the [, ] , & " but at least the values are good after that.

If I cancel the edit I get the [] back.

This can be tested with the NTP module.

This is now issue #15246 Bug #15246: Inline Parameter editing - brackets missing on first edit of an array - Foreman

I observed the same behaviour starting from 1.11.1 I think and I also
learned that if I add an entry and add [] around and just hit submit
that the ' ,' reappear :-).
1.11.2 still behave as above.
