It looks up to date. The sync runs weekly on Sundays I think.

If it's the katello-nightly-fedora23-build tag, it looks like the
updates/base external repos are prioritised in the wrong order:
Pri External repo name URL
5 fedora-23
file:///mnt/tmp/external-repos/www/fedora23-$arch/RPMS.os/
10 fedora-23-updates
file:///mnt/tmp/external-repos/www/fedora23-$arch/RPMS.updates/
The updates repo should be higher priority than the base repo, otherwise
packages (i.e. python-devel here) will be preferred from base. The
python-devel build 2.7.11-3 from updates should be installed instead of
2.7.10-8.
