Issue with frontend and default data

I just pulled the latest foreman from git today and got it up and
running. Most everything works except a few items in the settings menu
do not.

The db:migrate task does not create default entries for subnet and
smart proxy tables. The frontend will throw an error 'Subnet not
Found' or 'Smart Proxy not Found' if there are no entries in the
database. Rather than show an empty list and allow you to add one.
Manually adding a subnet entry to the database fixed the problem.

My question is, is this a bug or did I miss something in the setup?
