Katello 4.13.0 RC1 is ready for testing

Katello 4.13.0 RC1 is available to be installed! This is the first release candidate for Katello 4.13.

This release includes enhancements such as manifest expiration warning, the new experimental All Hosts Page, Repairing corrupted rpms and more – see the Headline Features and full
