It looks like this may have caused an issue:
It’s weird that this shows up only in upgrades, so I suspect the foreman-installer package hasn’t promoted in Foreman nightly, while it has in Foreman 3.6. Since then https://ci.theforeman.org/view/Foreman%20Nightly/job/foreman-nightly-rpm-pipeline/1827/ has passed so I suspect the new pipe (https://ci.theforeman.org/view/Foreman%20Nightly/job/katello-nightly-rpm-pipeline/1624/) to pass.
