It looks like this may have caused an issue:
It’s weird that this shows up only in upgrades, so I suspect the foreman-installer package hasn’t promoted in Foreman nightly, while it has in Foreman 3.6. Since then foreman-nightly-rpm-pipeline #1827 [Jenkins] has passed so I suspect the new pipe (katello-nightly-rpm-pipeline #1624 [Jenkins]) to pass.
