This is still blocked on Katello 4.15 being available. That itself is now blocked Foreman 3.13.0-rc2 which has the EL 9.5 fix. Foreman 3.13.0-rc2 release process is in progress. I suspect it may also break on the upgrade pipeline when the fix isn’t present in 3.10 and 3.11. It’ll probably be easier to disable upgrade testing in the short term. 3.11.4 is also planned but 3.10 might be trickier since we retired the pipelines.
