This didn’t seem to resolve the issue, but i’m still looking into it. I disocvered a 2nd issue that only occurs on upgrade, opened prs here to fix it:

Actually, it seemed like Mashing just had not happened, which i’m not sure why yet. With the new katello build docker foreman proxy syncing still fails, but with a different error. This should resolve it:
