Yes, but http://koji.katello.org/koji/buildinfo?buildID=37582 was built many hours ago and should be present. http://koji.katello.org/releases/yum/foreman-nightly/RHEL/7/x86_64/foreman-installer-1.21.0-0.3.develop.20181218031726git905ac7a.el7.noarch.rpm is there. When I run repoclosure locally it does pass.
There is now a dependency from foreman nightly -> katello nightly and https://github.com/theforeman/foreman-infra/pull/888 is open to codify that.
