Licensing of theforeman.org

The licensing of the theforeman.org repo and content was brought up by
Florentin: License.md missing · Issue #27 · theforeman/theforeman.org · GitHub

I agree that we should specify this, so I've put in a PR to use the
Creative Commons Attribution-Sharealike licence, which is close in
spirit to the GPLv3 that is used for the code itself:

If you have any objections to this, please raise them in the next few
days. In particular: Robert, Amos, Sam and Greg who are the main
contributors.

I just worry about the highcharts.js file.

Highcharts is only in the app I think, not the website. Amos has been
working on replacing it with another library that has more friendly
licensing.
