No, but you can set permission to users, so they can’t delete/edit it.

I was about to suggest opening a new issue at http://projects.theforeman.org/ but it turns out there are at least semi related issue requests… I suggest you vote them or comment on the tickets if you have more details on how you would like it to be implemented…

About how would I like to be implemented is already mentioned in both tickets then I just added my vote.
