Problem:
I have not used Katello for a couple of years
I Installed latest version on CentOS 7 using
https://www.theforeman.org/manuals/2.1/quickstart_guide.html
When I login there is no content menu
and even hammer content-view command is missing.
What did I miss?

You must follow the Katello instructions, not those for foreman.
As gvde pointed out, you were following instructions to install Foreman without Katello, so you don’t have the content related functionality available.
