New repo request: smart_proxy_shellhooks

Hello,

I’ve built a small smart proxy plugin which provides a REST JSON API and executes a (shell) script. It is meant mostly to support development of foreman_webhooks but it can be quite useful for users seeking for a simple upgrade path from the original foreman_hooks.

I would like to request new repository under our organization for this plugin. Thanks.
